Carolyn Riley-Payne is a dedicated advocate for women and children and a prominent Civil Rights activist. She has made significant contributions to her community through various leadership roles, including serving as the past President of the Seattle King County NAACP and the past Chair of the Jubilee Women’s Center. Carolyn is also a founding member of the Bellevue Alumni Chapter of Delta Sigma Theta Sorority, Inc., and has held the position of State Chair for the ACT-SO program, where she has inspired countless youth to excel academically and culturally.

A proud graduate of Bennett College, an historically black college for women, Carolyn has always been passionate about education and empowerment. She is a founding member of the MLK Gandhi Empowerment Initiative, further demonstrating her commitment to social justice and community service. 

Additionally, Carolyn serves as the liaison for the TC Spirit Village, which shelters the unhoused community in the Seattle Central District.

Carolyn’s professional background includes a significant tenure in human resources operations management for the National Oceanic and Atmospheric Administration (NOAA). Her experience in this role has equipped her with valuable skills in organizational leadership and management.
